Contract Manager NICS POST
Location: Working from home
To manage the Contract Management function for a contract who have been appointed to carry out disablement assessments that will inform entitlement to payments of victims of the Troubles under the Troubles Permanent Disablement Payment Scheme. The contract has been awarded on a cost plus basis.
? To review and understand the contractual obligations for operational service delivery.
? To manage the development of the mobilisation plans, which reflects the contract scope and agreed processes.
? Identify and document all follow-up actions arising from mobilisation activity and allocate such to an appropriate person (or role) to be actioned.
? Prepare and manage a contract risk register during mobilisation phase with the supplier and with the Department.
? Develop a training plan for staff. Contract Management:
? Create and support opportunities to improve performance and value across the contract.
? Managing aspects of the delivery of contract management including contract performance management, contract variation and amendments, and ensuring contracts deliver against scope;
? Identify, report and manage Contract disputes and issues and liaise with Senior Managers as required;
? Deliver and embed robust Supplier Relationship Management processes and procedures,
? Attend monthly supplier reviews including key stakeholders for the TPDP Scheme.
? Establish clear, concise and objective management reporting and KPIs on progress, status, issues and risks. Process, Policy and Risk Management: To manage Commercial contribution to all Change Requests and Project Requests and to;
? Maintain comprehensive audit trails and Allowable Costs justifications;
? Overseeing the risk register to ensure it reflects commercial risks and that risks to the contract are identified and managed;
? Lead on continuous improvement activity, supporting the design and implementation of new policies and procedures in line with Commercial best practice;
? Ensure with support from an in-house accountant that the financial management arrangements in place for the contract are appropriate for the commercial control of the contract. This includes working with the finance team to ensure that financial monitoring, budgetary controls, approving invoices and generally establishing financial control arrangements which provide absolute assurance that the financial terms of the contract continue to be met, including responsibility for any adjustments or deductions as applicable.
? Develop strong strategic relationships with a range of internal and external stakeholders to maximise opportunities, achieve efficiencies, improve capability and promote the contract management function;
? Provide consistent and clear commercial advice and guidance to internal and external stakeholders and be a key point of contact to the department;
? Ensure the Department of Justice is compliant with all relevant Government and Departmental policies, regulations and legislation;
? Proactively support the professional development of all team members in contract management skills and techniques, taking responsibility for the ongoing performance and development of staff and performance of the team as a whole in this area;
? Work collaboratively to deliver the team’s vision and objectives
Evidence of managing large contracts successfully in a fast- paced, changing environment, keeping ahead of market factors to ensure successful outcomes are delivered.
Experience of managing sensitive contracts with a complex stakeholder to ensure value for money is achieved.
Experience of identifying, developing and building strong, productive relationships at all levels and with a variety of stakeholders with different backgrounds, perspectives and drivers.
Experience of knowledge and understanding of commercial policies, their practical application and the ability to implement the latest commercial methodologies.
Experience of working on a cost-plus contract.
Evidence of successfully managing or leading teams.
