Our client, a leading public sector organisation, based in Belfast are looking to recruit a Finance and Corporate Services Manager to join their team.
The role is available immediately for 12 months.
Salary- £35,745
37 hours per week Monday to Friday
Key Responsibilities:
- Line management of Finance and Corporate Services Officer;
- Responsible for providing the accountancy function including management of the accounts, preparation of all associated accounting information and the preparation of reporting accounts;
- To monitor and revise within the overall financial provision in line with changing demands, current expenditure analysis and projected out-turns of expenditure;
- To prepare monthly management accounts and quarterly expenditure monitoring returns for submission by required deadlines;
- To operate as part of the Corporate Management Team;
- To assist in the preparation, review and assessment of business cases and economic appraisals;
- To support the Chief Executive in meetings;
- To attend and present to meetings as required;
- To work with external stakeholders as required;
- To assist the Chief Executive with Business planning;
- To develop, implement and manage payroll, purchasing, accounts payable and management information systems;
- To develop and implement policies and procedures in compliance with legislative requirements, government directives and best practice for the procurement of goods and services
- To manage contracts for all supplies and services in accordance with the Contract Management policy;
- To be responsible for the development of annual work programmes and provision of information relating to all aspects of internal and external audit activities;
- To be responsible for the review and revision (as necessary) of the operational activities
- To monitor bank accounts and review completed bank reconciliations on a monthly basis;
- To oversee the complete payroll function
- To assist in the preparation of the annual Pay Remit;
- To prepare annual reports, accounts and financial statements for submission
- Oversee the administration of pension arrangements
- Oversee the completion of annual returns and submit to the relevant body
- To develop and maintain policies and systems of controls to safeguard against failures of propriety;
- To liaise with the registration function regarding the processing of Teachers’ fees;
- To manage property, equipment and services in a manner to ensure the effective and efficient operation
- To be responsible for the insurance, maintenance and security of the Council’s property and equipment;
- To comply with the Equal Opportunities Policy;
- To take reasonable care of his / herself and others whilst at work in respect of matters relating to Health and Safety, and to co-operate in carrying out the statutory health and safety duty placed upon it;
- To comply with IT security policy and any reasonable procedures arising from it;
- To comply with all record management policies specifically data protection and freedom of information and any reasonable procedures arising from them;
- To have line management responsibility for other finance staff
Essential Qualifications
-
Relevant professional qualification and membership of professional body e.g. ACCA, CIPFA or CIMA
Essential Experience
-
At least 3 years’ experience of managing all aspects of a complex organisation’s finance and accounting activities including provision of financial and management reports, controlling and monitoring budgets and preparation of the Annual Report and Accounts

Management of contracting processes and procedures, for example, facilities management services

At least 2 years’ experience of managing a team
Essential Knowledge

Knowledge of current accounting standards and regulations

Knowledge of financial processes and procedures

Knowledge of external and internal audit requirements

Knowledge of procurement processes within the public sector

Strong IT user skills – MS Office
Desirable Qualifications

A degree or equivalent accounting qualification
