Our client is interested in recruiting a temporary Band 7 HR Business Partner to be based in the East Belfast area.

Post – HR Business Partner ( Temporary )

Salary – To be confirmed

Grade – Band 7

Duration – for approx. 12 months

Reporting to – HR Senior Business Partner

Responsible for –

The post holder will be responsible for allocating work to other staff in the Department , but will not directly line manage staff.

Purpose of post –

The post holder will work as part of an HR business partner team and will operate as an internal business partner with responsibility for the provision of a professional HR service to managers within the allocated facility.

Duties and Responsibilities –

  1. Business Partnering
  • To establish and develop a dialogue and relationship with senior managers allocated work areas to understand the key performance issues and associated people requirements to meet both current and future organisational challenges
  • To advise on and contribute to the development of HR policies, strategies and business plans within allocated work areas with enable operational and corporate aims and objectives to be achieved
  • To provide an interface to managers in allocated work areas, through the provision of high quality guidance and support in developing and progressing HR solutions to achieve business objectives
  • To provide coaching and mentoring to managers in allocated work areas in the implementation of robust employee relations, recruitment and selection and performance management processes to facilities shared responsibility for the management of people and ensuring that HR matters are effectively and consistently dealt with
  • To provide feedback to departmental senior management teams and line managers to improve individual and organisational performance
  • To guide managers on the optimum utilisation and deployment or recourses within allocated work areas including monitoring the use of temporary workers
  • To lead on implementing developments in the statutory employment framework applying to schools and departments through partnership working with core HR and HR Shared Services
  • To seek to continuously improve the quality and value of the HR Service provided the organisation
  • To provide a professional support service to managers in allocated work areas on the operation of relevant employee relations policies and procedures to include discipline, grievance, capability, appraisal, harassment and redundancy
  • To implement proactive employee relations initiatives and provide management guidance on all aspects of employee relations
  • To work with and advise managers in allocated work areas on the investigation and resolution of complaints, issues and concerns regarding employment practices originating from various sources, including but not limited to grievances both internal and external
  • To work with and advise managers in allocation work areas on all disciplinary matters to bring about a resolution and minimise the risk of litigation
  • To work with the HR Senior Business Partner and HR Business Partners to ensure that grievance and disciplinary polices and procedures are operated with fairness and consistency and best practise is shared and developed across the team
  • To implement employment management programmes and procedures, including but not limited to performance appraisals, capability, attendance management and performance improvement plans
  • To ensure the implementation of the sickness absence management policy and procedure within allocated work areas
  • To ensure the compilation, preparation and presentation of information and reports to respond to and defend legal proceedings and other complaints filed with outside agencies
  • To participate in consultation and/or negotiation with trade union representatives and participate in the management liaison structures and systems
  • To advise and guide managers on responding to union organised activities
  • To provide summary information reports and analysis as required with recommendations on managing eg regarding absence
  • To work in partnership with managers and challenge them to review effectiveness of existing structures, systems and culture, and recommend changes
  • To apply professional expertise in the organisation, planning and assisting in the recruitment of all categories of staff in line with the employment procedures, current legislation and good practice, intervening with creative and practicable solutions to overcome resourcing and/or retention issues
  • To embed a performance management culture within the allocated work areas providing specialist advise and guidance to managers
  • To advise and guide managers on the termination of employment and monitor terminations through the implementation of an exit interview process
  • To advise line managers on redundancy handling, ensuring compliance with contractual and statutory obligations
  • To review an challenge existing HR policies and practises and participate in relevant training and implementation activity in allocated work areas ensuring awareness, understanding compliance
  • To provide training, on behalf of the organisation, in HR related areas
  • To work in partnership with managers by providing professional advise and guidance in all aspects of the function, working as part of a team to provide a comprehensive quality service
  1. General
  • To promote, implement and ensure compliance with all the organisations polices and procedures . In particular, to ensure equality of opportunity anhd effective application of health and safety procedures for all staff within the HR Business Partner service
  • To contribute to the achievement of the mission, values and strategic directions
  • To undertake special projects as required
  • To represent the organisation as necessary at national, regional and local level to ensure its effective promotion as a world class organisation
  • To participate actively in relevant regional and national professional networks
  • To deputise for the HR Senior Business Partner as required
  • To undertake such other relevant duties as may be reasonably expected of the post holder


Qualifications –

  • Chartered Institute of Personnel and Development (CIPD) Post-Graduate Diploma , or an equivalent qualifications
  • Current professional member of CIPD

Although the department are happy to wave the CIPD qualification for experience below


  • A minimum of 3 years recent experience of providing expert advise and guidance to managers on HR matters. In particular this must have included the full remit of employee relations
  • Demonstrate experience if handling complex employee cases, managing risk in an employee relations environment and providing a successful and value added HR advisory service to managers
  • Comprehensive working knowledge of employment law and experience of the practical application of the law and associated HR polices and procedures
  • Experience of using HR computerised systems
