Our client, a leading public sector organisation, based in Belfast are looking to recruit a Procurement/Health & Safety Officer to join their team.

The role is available immediately for 4 to 6 months.

Hourly Pay: £16.18

37 hours per week Monday to Friday.

Key Responsibilities:

  • Ensuring there is full compliance of all legislative and procedural requirements including; Health & Safety Risk Assessments, Equal Opportunities and Safeguarding. This will involve checking and monitoring Health & Safety and Risk documentation and addressing any gaps where identified, through either additional guidance or training which will take the form of either formal or in-house training.

  • Arrange/attend departmental Health & Safety meetings

  • Ensure that procurement and expenditure activity is compliant with Audit requirements by ensuring that appropriate Procurement guidelines are in place and being followed by staff. Check that all month-end returns relating to pre-payments and accruals has been fed through to Financial Services Division colleagues.

  • Review and approve expenditure within the delegated limits on Account NI (20,000).

  • Monitor Business Case completion and complete percentage check that the correct delegated expenditure limits are being adhered to. Ensure that segregation of duties rules are applied.

  • Monitor performance against prompt payment targets; having assessed current processes, propose and take appropriate remedial actions where targets are regularly not achieved.

  • Attend procurement meetings as required and monitor contract spend.

  • Identifying, agreeing, communicating and monitoring (meaningful and realistic) targets and objectives in relation to the work undertaken by the Business Support Unit.

  • Managing and developing staff by providing sound effective leadership and direction and by identifying and addressing training and development needs, when required. Be alert to instances of poor performance and address these in line with HR procedures and guidance.

  • Managing staffing levels within the BSU ensuring that levels of service are maintained, managing risks and concerns that could impact on performance within the Unit.

  • Actively promote health and wellbeing initiatives; which involves liaising with the Well Team, organising and coordinating well events and promoting well initiatives

    • Oversee the organisation and facilitation of health and wellbeing initiatives and events for LSA staff;

 

Essential Criteria:

The job holder will require a degree along with 12 months’ experience.

The characteristics and overall level of knowledge and skills, which have to be most commonly applied in this role, include:

  • Knowledge and experience of Health & Safety Guidance/ implementation;

  • Strong ability to lead, direct, influence and persuade others to “buy in” to the development and delivery of service;

  • Experience of Finance processes;

  • Effective communication skills;

  • Staff management skills including the ability to lead motivate and influence staff and maintain a positive working environment;
