Our client, a leading public sector organisation, based in Belfast are looking to recruit a Senior HR Business Partner with the Probation Board to join their team.

The role is available immediately until 31/03/2022

Hourly Pay: £16.18

37 hours per week Monday to Friday.

Key Responsibilities:

1. Direct line management of HR business partners ensuring a responsive and visible leadership. Motivate staff; providing regular supervision, feedback on performance and offering constructive suggestions and encouragement for improved future performance.

 

2. Providing oversight of HR functions. Ensuring the effective and efficient operation of administrative functions and systems. Responsible for work allocation, performance standards, annual reporting, training and personnel management including welfare and discipline.

 

3. Expected to make day-to-day operational decisions relating to own area of work and that of those under line management area.

 

4. Development and formulation of appropriate PBNI policies, procedures and processes in line with the policy review schedule. This includes working with the relevant trade union representatives and Senior Leadership in seeking suggestions for change and obtaining feedback. Ensuring bench-marking against best practice/Employment Codes of Practice /review of employment legislation and case law. Submitting recommendations and policies/procedures for to SLT, Policy and Practice Committee and Board following the appropriate approval process.

 

5. Managing Attendance – working closely with HR Business Partners providing appropriate advice on individual cases as per the Managing Attendance Procedure. Ensuring regular review of sick absence cases and provision of up to date information to HR Manager/Head of HR and SLT as appropriate.

 

6. Ensuring terms and conditions of employment are in line with employment legislation changes as e.g. managing the range of statutory and contractual requirements associated with, for example, Working Time Regulations, disability, stress, maternity, paternity, flexible working, flexible retirement, pension regulations.

 

7. Dealing with queries staff/managers/unions on terms and conditions of employment/employment legislation or pay queries and undertaking necessary research background information as appropriate.

 

8. Oversight of the staff appraisal system and management of new developments.

 

9. Providing advice to managers and staff involved in the Grievance, Disciplinary and Dignity at Work Process e.g. investigating officers. Attendance as required at Disciplinary, Grievance and Dignity at work meetings as HR adviser to Decision Officer and note taker.

 

10. Attendance as HR Advisor/note taker at appeal hearings (if necessary as nominated deputy) e.g. for managing attendance, WPG decisions re flexible retirement/flexible working.

 

11. Advising all levels of managers in the organization in all areas of HR Function taking into consideration relevant areas of employment and good practice.

 

12. Effectively communicating with a broad range of people outside the organization e.g. NILGOSC, Inspire, Equality Commission, LRA, NICS HR, Occupational Health, Crown Solicitors Office with regard to specific queries as they arise.

 

13. Ensuring compliance with PBNI policies and procedures in respect of Health & Safety, Finance systems, Accommodation and Supplies systems, Human Resources, IT Services and Information Management systems.

14. Contributing to the production, implementation, monitoring and review of a team business plan and agreed projects.


Essential Criteria:

Applicants must satisfy the following requirements: –

  1. have the equivalent of one year’s relevant and recent experience at supervisory level.

  1. be able to demonstrate in-depth knowledge of leading HR practice and Northern Ireland HR legislation.

  1. be able to demonstrate experience in a breadth of core HR activities (to include recruitment, performance management and employee relations).

  1. hold Associate Membership, or higher, of the Chartered Institute for Personnel and Development (ie AssocCIPD).

     5. have a valid driving licence and use of a car for official business or require consideration of reasonable adjustment in respect of disability to meet the travel requirements of the position.
